Completion of subsidy verification for low-pollution vehicle

The main works of this project audit and check the applications of electric-assisted bicycles and low-pollution vehicles. Since February, 2008 until the 31th Mar, 2009, the completions of subsidy verification for low-pollution vehicles, which include electrical assisted bicycles and low-emission engine motorcycles, sum up have 9,758 in total (the annual objectives are 5,000 in contract), we have checked the applications via telephone and on-the-scene about 6,722 cases. We also disbursed about 5,035 cases and made the inventories about 4,476 cases to EPA. The free special line (0800-281-688) was set up at March, 2008. And it was directing automatically to switchboard at Kaohsiung office after August, 2008 as the phone calls increased significantly. We set four extensions for this special line and six workers to answer. Since February, 2009 until the 31th Mar, 2009, the sums of 539 calls that we had answered the most questions about the appropriation. Until March 2009, we had audited 6,722 cases include checking 559 cases on-the-scene. The problem which we found in the audit is the bicycle number didn’t match for the application form. To correct this problem, we all mailed the manufacturers to ask them to emend. We have been asked the six manufacturers (kenchen, taiquit, sanwang, kentfa, justwin, sheysi) to correct the bicycle number to match the number in proposal of EPA. We also dispatched the document which described the causes of error frame number and the treatment to MOTC and EPA. Website for this project(http://www.green99.com.tw/lowpollution/),have been established in April,2009, which provides the information about individual cases, documents downloading and subsidy homepage links with other counties, and we made a regular maintenance and update for the website. The application data system has been established on March, which includes the application data (application form, applicants, and payee), audit information, and appropriation. In order to prevent repeated application, we made the function in the system which could alert staffs that the ID of applicants and the bicycle number if repeated or not. This project also helps EPA to maintain motor vehicle charging stations and pay the electrical bill at Taipei MRT Station. We have been paid 5,856 dollars for electrical bill since Jan. 2008, until Mar. 2009. There were 8 stations (Shipai, Yuanshan, Jiantan, Zhishan, Fuxing, Guandu, Zhuwei, Zhongyi) being repaired as they failed to work functionally, otherwise, the Guandu charging station has been dismantled as the station reconstruction at Jun 18, 2008.
